Matthew Carr is a policy analyst with The Buckeye Institute for Public Policy Solutions and editor of the Buckeye Institute Weekly Digest. A graduate of Kent State University, he is a former staff researcher on education policy issues for the Manhattan Institute in New York City and is pursuing his masters in public administration at Kent State University.
Samuel R. Staley is a senior fellow at The Buckeye Institute for Public Policy Solutions. He has authored numerous reports and research articles on education reform, including Education Empowerment Zones: Revitalizing Ohio's Cities Through School Choice published by The Buckeye Institute, and his work has appeared in academic and professional journals, including the Journal of the American Planning Association, the Economics of Education Review, Constitutional Political Economy, and the Capital University Law Review.
