		<description>This issue of wealthier folks getting taxpayer-funded aide not only infuriates folks but it inhibits charitable giving.  In the early 90s I worked at a local military base and we decided to help out a social services org one Christmas.  They supplied us with names of folks who were receiving welfare and were still in great need.  2 of the 3 families were desparate and exceedingly grateful.  The third family refused to allow us to come to their home and picked up their Christmas dinner, additional groceries and presents from us at the base - IN THEIR NEW LINCOLN AND A FLOOR LENGTH MINK COAT!  Really, someone needs to get a handle on this and figure out who truly needs the help.</description>
