Unique individual item No. 13,284

So I’m reading an academic paper that references presidential “Executive Order No. 12,866.”
What did they do here, start numbering them No. 1 with George Washington?
I like that custom and I think we should start trying it with taxes. If we had to say things such as Tax No. 10,716, maybe legislators would think longer before passing them and citizens longer before accepting them. (Plus it beats the heck out of the dumb, propagandizing, self-serving names they give to laws, such as the “Everybody Healthy Nobody’s Fat Act of 2008″.)
And what’s your guess? Have we had more executive orders, or more distinct taxes? Which one gets the higher count?
